A Groundwater Extraction Licence is a document that gives its holder the right to extract and use water from the bowels of the earth.

In addition to the right to use water, the license obliges the subsoil user, after receiving the document, to draw up a project of the underground water field.

The license for drinking water allows the owner to operate only a certain subsurface area with established boundaries of this section for certain purposes, for a specified period of time.

 

Fines for lack of a Groundwater Extraction Licence

In case of gross violations of these requirements, the current license for subsoil use and subsoil may be terminated. Administrative Code of the Russian Federation dated December 30, 2001 No. 195-FZ:
Section 7.3. Use of subsoil without a license or in violation of the conditions provided for by the license, and (or) the requirements of technical projects approved in the established manner

1. The use of subsoil without a license entails the imposition of an administrative fine

for citizens in the amount of 3,000 to 5,000 rubles;

for officials - from 30,000 to 50,000 rubles;

for legal entities - from 800,000 to 1,000,000 rubles.


2. Use of subsoil in violation of the conditions provided for by the license and (or) the requirements of the technical project approved in the established manner shall entail the imposition of an administrative fine

for citizens in the amount of 2,000 to 3,000 rubles;

for officials - from 20,000 to 40,000 rubles;

for legal entities - from 300,000 to 500,000 rubles.
